Saudi Arabia barriers using new technology

As a healthcare administrator for a facility in Saudi Arabia, discuss what barriers exist using new technology. As a leader with the goal of being on the cutting edge of technology, who could you make a strong case to? Not clear what you are asking them to identify-an audience for their pitch?
