New Mexico state defines the scope of practice of a nurse practitioner as a full independent practice authority. It states that an NP is licensed by the State Board of Nursing-N.M. Nursing Practice Act §61-3-23.2(B)(2) (NCSL, 2021). The scope of practice also states that NPs may independently prescribe prescription drugs and schedule II-V controlled substances  N.M. Nursing Practice Act §61-3-23.2(B)(2) (NCSL, 2021).

These eight sections include application identification, business activity, drug schedules (Schedule II, Schedule III, Schedule IV, and Schedule V), state licenses, liability, certification of exemption, method of payment, and applicants’ signature (US Department of Justice, n.d.). As a Nurse practitioner you will choose the form 224 for Mid-level Practitioner.

Does your state have a prescription monitoring program (PMP)?

New Mexico has a prescription drug monitoring program. This program is web-based electronic database that helps in collecting and reporting of dispensed controlled substance prescriptions (Pharmacy, n.d.). This program is New Mexico Prescription Monitoring Program or NM PMP. It monitors “all dispensers providing controlled substances in quantities greater than 12-dosage units of a Schedule II–V controlled substance within a 72-hour period to an individual patient” (Pharmacy, n.d.).

How does your state describe a nurse practitioner’s controlled-substance prescriptive authority, and what nurse practitioner drug schedules are nurse practitioners authorized to prescribe?

New Mexico states that CNPs who have fulfilled requirements for prescriptive authority may distribute to their patients’ dangerous drugs and controlled substances including schedule II through V of the controlled substance act (NMBON, 2021). The DEA states that NM CNP are able to prescribe Schedule II-V, testosterone, prescribe procure and dispense (US Department of Justice, n.d.).

It is interesting that in your state you may practice independently.  As a nurse practitioner (NP), I find that to be somewhat concerning. The educational difference and the amount of experience required by some practitioner programs is vastly different than physicians. If practitioners are allowed to practice independently then I think there should be stronger regulations in those states such as increased work experience, increased educational requirements, and more. Cabbabe (2016) published an article that listed some of the differences in education and training between physicians and NP’s, the article noted on average a 13,000 difference by the time both practices reached licensure (Cabbabe, 2016).

              The American Association of Nurse Practitioners (AANP) supports Full Practice Authority (FPA) and they noted several reasons why such as offering healthcare to more rural locations than physicians, decreases healthcare costs, and it helps alleviate the physician shortage (AANP, 2021). While I do support the growth of the NP practice, practicing independently should have higher standards and regulations than those states where shared collaboration is required.
